Council Tax Information

Council Tax Liability

Students sharing with one or more unemployed people. If you share with an unemployed person who is claiming Council Tax Benefit you should not be liable for the Tax. Council Tax Benefit (received by the unemployed person) should take care of the whole of the bill and not just the unemployed persons proportion, unless the house is in band F, G or H when the Benefit may not meet the full bill.

Students sharing with one employed non-student Residents in the dwelling (students and non-students) will be liable for 75% of the Council Tax bill. There is a 25% discount because there is only one eligible adult in the house.

Employed persons on low incomes may be eligible for some Council Tax Benefit which should further reduce the bill Students sharing with two or more employed non-students. The residents in the dwelling (students and non-students) will be liable for 100% of the Council Tax bill Student living with a non-student partner The residents in the dwelling will be liable for 75% of the Council Tax. The non-student partner may be eligible for Council Tax Benefit on the basis of low income. If full Council Tax Benefit is awarded then the student will not be liable.

Student's living with a resident landlord. If all the residents are students the dwelling will be exempt. Where non-students are resident then the dwelling may cease to be exempt and the landlord will be liable for the bill, even if the landlord is a student.

If you are currently granted exemption from Council Tax payments on the grounds of student status, you are required to forward your student exemption certificates to Cardiff Council in order for all council tax charges to be cleared. If you are not a student please make arrangements to set up a new account and pay your bill as normal Council Tax No liability

• Halls of residence - Most halls of residence are exempt from Council Tax, so residents should not be liable.
• All-student shared house, Students sharing a dwelling only with other full-time students will not be liable - the dwelling is exempt.
• Student nurses in similar circumstances will not be liable. House occupied by a lone, full-time student. The house is exempt so the student is not liable for Council Tax
• International student living with a non-student partner. If you live in private rented accommodation with a spouse or dependent who is from outside the European Economic Area and whose visa prevents them claiming benefits, then the dwelling will be exempt so long as no other adult, non-students live in the dwelling.
• A claim for Housing Benefit by a spouse will usually result in a Council Tax bill.


Council Tax Certificates

A dwelling occupied solely by full-time students should be exempt. All you will need to do is provide the local council with a copy of your Council Tax certificate. Get your Council Tax certificate from the Student Enquiry Office Take your University Registration Card (Swipe Card) with you You can also get your certificate directly from Council Tax certificates

Council Tax Part-time students

Students registered for part-time courses will be liable for Council Tax. For example, a single parent living with two children under 18 will pay 75% of the basic bill and will be eligible to apply for Council Tax Benefit on the basis of low income. Writing-up students

Home students writing-up will become liable for Council Tax but eligible for Council Tax benefit since your registration status will change to part-time.

International students

International students should approach the International Students Welfare Officer in the union building www.cardiffstudents.com who may be able to write to the Council explaining that you are still registered with the University
